Yes. At least one spouse must appear in court to finalize an uncontested divorce in Cook County, Illinois.

Most judges require the spouse who initiated the case (i.e. the Petitioner) be present to testify before the judge regarding the facts of the marriage and the terms of the settlement agreement.
